A universe census is a physical count of every outlet of a defined type across a defined geography. Field teams visit each location, record it, capture coordinates and classify it by channel, so the result is a current sampling frame rather than an inherited list. Quantum Gulf Marketing has run census and outlet mapping work in Oman, including consumer durable outlet censuses and lubricant censuses, and covers all eleven governorates of the Sultanate. A census is what makes everything downstream defensible: without a frame that reflects the country, a representative sample is not possible and every projection inherits the error.
